When two evictees, Zhang Hua (张华) and Li Mingju (李明菊) filed a lawsuit at Zengdu District Court, Suizhou City, on July 1, 2008, alleging that Suizhou City Bureau of Housing Management violated the relevant regulations in granting a demolition permit and that the compensation package offered violated the law, the Court told them that they had no authority to accept the case because the Bureau is at a higher level of government.
