中国本土の官僚用語で、中国政府・当局が外交的・政治的な文脈で用いる慣用句。「中国人民の感情を傷つける」という名目で、国家としての不快感や抗議の意思を表明する表現。
今回の外交論争において、ある国の政府の決定は中国国民の感情を傷つける意図があるとみなされ、両国間の緊張が高まった。
