By 1969, Jia Qianrui and Hong Youdao initiated the relocation of the 22 Base’s central nuclear warhead storage functions to Taibai County, Shaanxi Province.
A number of factors may have led to the move. First, Taibai County may have been designated as the ultimate location of China’s nuclear weapons stockpile as early as 1958. Taibai County had been identified as a candidate reserve storage site in the 1958 survey, and this may have been a factor in the establishment of Taibai County in the early-1960s.
