On many sensitive topics—such as taxation and the Common Agricultural Policy (CAP)—the Council remains the primary legislator and the directly elected Parliament is often only consulted. In the case of enlargement (an executive decision rather than a matter of 'legislation') the EP is called upon only to assent or dissent.
