The house [Arlington House] became the headquarters of the Union Army. The cemetery was created in 1864 by Union Quartermaster Gen. Montgomery Meigs. Although born in Georgia, Meigs considered Lee a traitor and vowed to punish him by turning his beloved home into a Union cemetery.
