It was directed toward a program, Tuesday's Child, which endorses systematic, unquestioning rejection by parents of the program-created noncompliant behaviors in their eighteen-month- to five-year-old children.

Uighur discontent rumbled on for many years but the acknowledged turning point was the Barin uprising of 1990, when Afghan-trained Islamists set up loudspeakers in mosques in the villages of Barin and Turand and broadcast speeches praising jihad.¹³ The local police were attacked and their weapons seized, at which point the Chinese government responded decisively. Its overreaction to the Barin uprising only served to attract more Uighurs to the separatist Islamist banner:
