This gives a major communication problem. Indeed all this information (about 110Mbit/sec.= (56 key bits + 64 ciphertext bits) x 1M DES/sec.) cannot be communicated constantly outside the chip. To avoid this communication problem, the chip will internally exclude ciphertexts which certainly are not equal to a desired ciphertext. So only a fraction has to be communicated to the outside world.
