暗号システムの設計において、システムの全ての情報（秘密鍵を除く）が公開されていても安全であるべきという原則。つまり、システムのセキュリティは秘密鍵のみに依存すべきであり、その他の情報が公開されていても安全性は保たれるという考え方。
