対数風速分布などの垂直方向の風速プロファイルをモデル化する際に用いられるパラメータで、地表近くの平均水平風速を求めるための値です。理論上、この値の高さでは風速がゼロになるとされ、地表面の粗さ（不規則性）の指標となります。
