must

understood,

the
mere
preservation
of
their
lives,
but
generally
their
benefit
and
good.
So
that
this
is
the
general
law
for
sovereigns:
that
they
procure,
to
the
uttermost
of
their
endeavour,
the
good
of
the
people.
