Pu-erh

In reporting to the Empress of China the occurrence of a violent earthquake at the town of Pu-erh on November 14 last year, the Viceroy of Yunnan observes with humility that this awful visitation is to be regarded as a penalty of Heaven for his own inefficiency and incompetency and that of his staff.
