（法律）一定の対価を受け取る見返りに、起訴を自ら回避する行為。ただし、その合意自体が罰金や懲役などの刑罰の対象となる。

証拠が起訴を阻止するために金銭が渡されたことを示唆したため、刑事は市長が重罪の起訴を見送る見返りに金銭を受け取ったのではないかと疑った。
