Ayatollah Muntazeri, in contrast to Ayatollah Khomeini, states that the argument that the faqih or fuqaha (plural of faqih) are responsible for the establishment and running of the government at the time of occulation does not have a strong base in Islamic sources and cannot withstand a vigorous examination.⁶⁰
